Allerdale Local Plan (Part 2): Site Allocations - Preferred Options Consultation 2017

Site Allocations Development Plan Document: Preferred Options Consultation 27 January 2017 - 24 March 2017

This consultation is now closed.  The planning policy team is currently considering the responses and comments received in response to the consultation.

Allerdale Borough Council is in the process of preparing a Site Allocations Development Plan Document (DPD) that will form Part 2 of the Allerdale Local Plan. The Site Allocations DPD will identify sites necessary to meet the Borough’s development needs to 2029, as set out in the Strategic and Development Management Policies DPD (Allerdale Local Plan Part 1). 

Following the ‘call for sites’ conducted at the end of 2013, and ‘Issues and Options’ consultations undertaken in 2014 and 2015, the Council has now identified its ‘Preferred Options’ sites, those that it considers most appropriate to meet the development targets and Strategy set out in the Allerdale Local Plan (Part 1).   These 'preferred' sites are identified in the Preferred Options consultation document.  Sites that the Council has discarded during the site assessment and selection process are identified in the Discarded Sites Documents prepared for each locality within the district, and revisions to the settlement boundaries of the towns and villages are addressed in the Settlement Boundary Review Technical Paper. 

The Council is now seeking your views on the following consultation documents.  The Preferred Options consultation represents the main consultation opportunity for the community and other stakeholders to comment and influence the sites that the Council has identified as being most suitable to allocate for development purposes, or designate for alternative uses, prior to submission to the Secretary of State for Examination.  The consultation accords with the Town and Country (Local Planning) (England) Regulations 2012, as set out in the Statement of Representations Procedure.

•      Preferred Options document The key Preferred Options Document containing policy options, and maps of the preferred sites and alternative options.

•      Map Book containing maps of all the individual settlements illustrating the preferred sites, alternative options and proposed amendments to the settlement boundaries.

•      Discarded Sites Locality Documents, which have been prepared for the Workington, Maryport, Cockermouth, Wigton, Silloth and Aspatria localities and identify all the housing, employment and retail sites that have been discounted

•      Settlement Boundary Review Technical Document, which identifies all the adjustments to the settlement boundaries and the assessment methodology used.

•      Open Space Technical Document, which identifies all the open space sites that have been considered and discounted and the assessment methodology used.

There are also a number of supporting documents that have been prepared  to be read in conjunction with this consultation document. These include:

•      Wind Energy Technical Document, which identifies the options for areas suitable for wind energy development in the Plan area.

•      Site Assessment Methodology Document, which sets out the stages and criteria used to assess housing and employment sites and review settlement boundaries. 

•      A Sustainability Appraisal (SA) which assesses the sustainability impacts of the policies and proposals contained within the Plan has also been prepared and published.

•      A Habitats Regulations Assessment (HRA)  which identifies any likely significant effects upon European/Natura 2000 sites as a result of the proposed site allocations. within the draft plan, and an HRA update has been prepared to account for the new policies proposed in the draft plan.

•      An Issues and Options Consultation Statement, which sets out the process of community engagement carried out for the ‘Issues and Options’ stage, and the key issues raised through consultation responses.

•      An Equality Impact Assessment that assesses the impact or likely impact, which the Plan will have on particular group(s).

•      A Health Impact Assessment that measures the potential health impacts of the Plan on the wider population.

•      Transport Modelling Report that summarises the transport modelling study undertaken to assess the cumulative impact of the local plan proposals in Allerdale.

The Preferred Options consultation period will run until Friday 24th March 2017.

Hard copies of the documents can be viewed at the Council’s offices at Allerdale House, Workington between 9am and 5pm Monday to Thursday and 9am and 4:30pm on Fridays (Our telephone number is: 0303 123 1702).

Submitting Additional Sites for consideration

The Preferred Options Consultation is a further opportunity for the submission of sites for consideration for allocation or protection. However, any submission for housing or employment purposes, should address how the site proposed is preferable to the sites identified in the Councils ‘Preferred Options’ document.   Sites for such purposes need to be available, viable and deliverable.

For each site being put forward a Submission Form should be completed and must be accompanied by a map showing a clear site boundary.  When submitting a new site consideration should be given to the strategy and policies within the Allerdale Local Plan (Part 1), in addition to the Site Assessment Methodology.  Any site submitted at this stage will be expected to be accompanied by sufficient evidence to demonstrate that it is available, suitable and viable, and accompanied with reasons why it should be allocated in preference to the preferred site already identified by the Council.    For further advice please contact the Planning Policy Team.

Next Steps

The representations received in response to this discussion paper and the other consultation documents will help the Council select the final preferred sites and options, and will be the subject to a further consultation later in 2017 with the publication of a pre-submission draft; this will be the final draft version of the Local Plan (Part 2) that the Council intends to submit to the Government. This will be the final opportunity for comments on the draft Local Plan (Part 2) prior to its Public Examination by an independent Inspector.

Any additional sites which have been submitted to the Council for consideration for development purposes as part of the 'Preferred Options' consultation will be published later this year.
